Draft
School Closure Regulations Remain Problematic
The SBE adopted several changes to the draft school
closure regulations, none of which, however, remedy
the problematic requirement that a charter school identify
a funding source to conduct closure activities. We anticipate
that the SBE will adopt the regulations as currently
drafted at its next meeting in March.
What does this
mean for you? If you are in the process of drafting
a new charter petition and plan to submit it to a granting
agency after March, expect to comply with the new requirements.
If your existing charter school is up for renewal, which
will take place after March, expect to comply with the
new requirements.

Rulemaking
Process Initiated for Proposition 39 Regulations –
Public Comment Due by February 25
The rulemaking
process began for the draft Proposition 39 regulations
yesterday, when the SBE approved the current draft for
release for public comment. It was made clear to the
SBE that the draft in its current form is not final,
and that it is likely that many revisions will occur
based on the public comment received during the 45 day
period. The draft regulations are a good starting point,
but CharterVoice feels that they need to go further
in protecting the rights of charter schools. We will
be updating our website soon to include a detailed discussion
of the regulations. In the meantime, click
